The Ocean Risk and Resilience Action Alliance (ORRAA) is a global multi-sector alliance focused on developing finance and insurance products to regenerate marine life and build the resilience of coastal communities.

The Ocean Risk and Resilience Action Alliance (ORRAA) is a multi-sector collaboration pioneering finance and insurance products that incentivise investment into coastal and ocean resilience through Nature-based Solutions. ORRAA brings together actors across finance and insurance, governments, multilaterals, civil society, and local partners to fund solutions that create greater economic, social and cultural resilience for coastal communities. Its mission, by 2030, is to activate at least USD$500 million of investment to build the resilience of 250 million climate vulnerable coastal people in the Global South.

The Octopus Platform, ORRAA’s newest solution with partners 2050, Salesforce, and AXA, is a matchmaking, knowledge-sharing, and market intelligence tool designed to connect investors with projects in the regenerative and sustainable blue economy. Announced in 2025, with a beta version launching in 2026, the platform streamlines the investment process by identifying opportunities based on risk-return profiles, geography, and capital needs. By reducing barriers to financing, high-impact projects can be funded at scale, enabling coastal communities and the Ocean to adapt and thrive.
